Mark Fratrik, VP and Chief Economist, BIA/Kelsey,
will speak on a panel entitled "Voluntary Incentive
Auctions: The Wireless Future Is Here!" In
2011, Congress passed landmark legislation authorizing
the FCC to conduct voluntary incentive auctions of
TV broadcast spectrum. The FCC is crafting rules to
auction this valuable spectrum and put it to its most
effective use for wireless broadband services. This
important session will cover how the FCC process is
progressing, impact on technology and how the auctions
will help the U.S. maintain its leadership role in
